DSM is a judicial mechanism, only those governmental members can take an action according to DSU, and attorney could joint the action as a representative of the government. 爭端解決機制是一個(gè)司法性機制，只有政府成員才可以在該機制中提起訴訟，但是律師可以作為政府的成員參與該機制，爭端解決機構也不必然拒絕非政府機構提交的書(shū)狀。
