If a Respondent does not submit a response,in the absence of exceptional circumstances,the Panel shall decide the dispute based upon the complaint. 如果被申訴方?jīng)]有遞交回復書(shū)，則在無(wú)特殊的情況下，陪審團可根據申訴書(shū)裁決這一爭議。
If the Provider finds the complaint to be administratively deficient,it shall promptly notify the Complainant and the Respondent of the nature of the deficiencies identified. 如果服務(wù)提供方發(fā)現申訴書(shū)有管理上的不足，它應立即向訴訟方和被訴訟方通報已查明的不足。
