On 1995.10.16, Shanghai Foreign Investment Committee, Shanghai Bureau of Finance agreed to Kangqiao an area of about 8 km2 in the north outer-ring road inside Kangqiao Industrial Zone, which belonged to planning red line within Pudong New Area.
